Why so many withdraw

A withdrawal is usually not a failure of the grid. Developers file on several sites to price them, keep the best and drop the rest — the queue is partly a price discovery mechanism. But withdrawals are not free to everyone else: each one can trigger a restudy for the projects behind it.

Reading a build rate honestly

The denominator matters. A request still waiting has not failed yet, so the honest rate is built divided by decided — built plus withdrawn — not built divided by everything ever filed.
